Normative Theories In Practice:Media Policy in Rwanda
As the head of media policy in Rwanda, I recommend using the Social Responsibility Media Theory for our country .This normative theory balances press freedom with ethical accountability ,making it suitable for our country.Unlike the Libertarian theory which emphasizes unrestricted freedom ,social responsibility theory emphasize the media's responsibility to provide accurate,fair and socially beneficial information (Christians et al., 2009).it avoids the limitations of Authoriarian or soviet communist theories, where government control the press and public opnion (Siebrt,Peterson & schramm,1956).
The Social Responsibility Theory argues that media should act as watchdog,educate the public ,and encourage public participation while being professional and ethical (Christians et al .,2009).In Rwanda ,where media has changed from strict post genocide control to a more free environment, this theory would make sure that journalists can report on government policies ,elections and ouplic issues freely while making sure there is accuracy and fairness.it also reduce the risk of misinformation,bias or content that could fuel division.
Using this model would positively influence press freedom by allowing journalists to follow stories without fear of cencorship while taking ethical responsibiliets .Media regulation would focus on accuracy,fairness ,and accountability rather than opressing or controling the press. Public access to information would be strengthened ,giving citizens diverse and reliable sources to make informed decisions and actively particpate in country's activities.
In conclusion ,the social responsibility theory provides a balanced framework that protects press freedom ,ensures accountability and empowers citizens ,all important elements for a functioning democracy in Rwanda(Christians et al.,2009 ; Siebert et al .,1956).
